Where the governments disagree on Palestine
Assessments of Palestine range from level 2 to level 4, a spread of two levels. Four of the seven governments take the strictest view and Japan, Netherlands and United Kingdom the most relaxed, with the largest group at level 4. A gap this size usually means the risk is concentrated in particular areas rather than spread evenly across the country.
These assessments are not equally current. Japan's dates from July 2021 — roughly 5.2 years old — so it describes conditions that may have changed several times over since. The stricter view is also the more recently reviewed one, so it may reflect developments that the more relaxed assessments predate.
The warnings for Palestine are not uniform across the country. Seven distinct areas are singled out by at least one government. Among them: Specific areas and Gaza and parts of the West Bank. At least one of these carries the highest possible rating, meaning a government advising against all travel there while rating the rest of the country lower.
Four of the seven governments currently advise against all travel, and that has consequences beyond the wording: most policies void cover for travel taken against your own government's advice, and consular assistance may be limited or unavailable on the ground.
