Opinion on China is divided, though not dramatically: ratings run from level 1 to level 2. Nine of the eleven take the stricter view, and the remaining two see no cause for it. A one-level split of this kind usually reflects differing thresholds between governments rather than a dispute about the facts.
These assessments are not equally current. Japan's dates from September 2024 — roughly 2.0 years old — so it describes conditions that may have changed several times over since.
The warnings for China are not uniform across the country. Four distinct areas are singled out by at least one government. Among them: Macau Special Administrative Region (SAR) and Tibet and Xinjiang Uyghur Autonomous Region. At least one government advises against non-essential travel to a specific area while taking a softer line on the country overall.
