Where the governments disagree on Sierra Leone

United Kingdom alone rates Sierra Leone at level 1. Every other government places it higher, from level 2 to level 3, with the largest group at level 2. At least one government advises against non-essential travel to a specific area while taking a softer line on the country overall.
