Where the governments disagree on Azerbaijan
Poland alone rates Azerbaijan at level 1. Every other government places it higher, from level 2 to level 3, with the largest group at level 2. Where one government is markedly more relaxed than the rest, the safer planning assumption is the majority view rather than the most reassuring one.
